Richard L. Bowen + Associates provided architectural
design and historic restoration services on this three phased
“Plant Enhancement Program” projects for the City of Cleveland's Division of Water.
The filter building is a three-story central pavilion flanked with two wings, each containing 20 filter tanks.
The first phase decommissioned all 40 original filter tanks and, with modern filter enhancement, consolidated the
filtration into one wing. Each wing is fitted with a filter gallery that has been fully restored and modernized.
Additional restoration included full window replacement for the filter building,
exterior masonry restoration and full slate roof replacement with original slate shingles.
Later phases included the modernization of the existing Baldwin sediment basins,
addition of an underground flocculation building and full restoration of seven historic masonry gate houses.
